BRI Cooperation Framework made public

It aligns with developmental stages of both countries, with special consideration given to Nepal's specific development needs

The Framework for Belt and Road Cooperation between Nepal and China, signed on December 4 during Prime Minister KP Sharma Oli's visit to China, was made public on Tuesday (yesterday) by the Ministry of Foreign Affairs. The document establishes a structured basis for further negotiations on joint projects under the Belt and Road Initiative (BRI).

The cooperation framework emphasizes respect for each other's sovereignty and mutual interests, aiming to improve livelihoods through mutually beneficial and win-win collaboration. It aligns with the developmental stages of both countries, with special consideration given to Nepal's specific development needs and priorities. The principles of cooperation outlined in the document stress joint consultation for common development, pragmatic collaboration for tangible outcomes, and fostering a favorable policy environment to encourage increased investment.

The framework aims to establish and deepen economic partnerships that promote the shared development of China and Nepal. It seeks to accelerate the implementation of priority projects in trade, infrastructure, and connectivity, injecting new momentum into bilateral cooperation. Additionally, it provides structured guidance for negotiations on prospective projects while identifying development initiatives that align with the scope of cooperation.

Under the framework, China will support Nepal’s development efforts through technical and financial assistance. Both sides are committed to conducting thorough analyses of technical, financial, commercial, and economic feasibility to ensure value for money in prioritized projects. Furthermore, they will seek financial support from international multilateral financial institutions to advance connectivity and development.

Nepal and China have agreed to jointly develop the Trans-Himalayan Multidimensional Connectivity Network. This network will encompass the construction of ports, roads (including bridges and tunnels), railways, aviation infrastructure, telecommunication projects, and electricity transmission lines to enhance connectivity.

Several specific projects have been identified for development under the framework, including the Tokha-Chhahare Tunnel, Hilsa-Simikot Road Project, Kimathanka-Khandbari Road and Kimathanka Bridge, Integrated Check Post Project, and the Nepali section of the China-Nepal Cross-Border Railway Project. Other initiatives include the Amargadhi City Hall Project, Jilong-Rasuwagadhi-Chilime 220 KV Cross-Border Power Transmission Line, Madan Bhandari University of Science and Technology, Kathmandu Scientific Center and Science Museum, China-Nepal Friendship Industrial Park, and the Jhapa Sports and Athletics Complex.

This framework reaffirms the commitment of both nations to enhance connectivity and foster economic growth through meaningful collaboration, ensuring that the projects align with their respective development goals and priorities.
