Govt restricts employees from trading shares during office hours

KATHMANDU, SEPTEMBER 11: The government has prohibited share transactions during office hours after discovering that government employees were engaging in them instead of providing effective services to the public.
 

The Commission for the Investigation of Abuse of Authority (CIAA) conducted a monitoring following oral and written complaints that employees, particularly those within Singha Durbar, the Central Government Secretariat Complex, were trading shares during office hours, neglecting their regular duties.


On September 6, the CIAA sent a report to the Office of the Prime Minister and Council of Ministers, following its investigation. In response to the CIAA's directive, the Prime Minister's Office has instructed all concerned parties to refrain from operating the Trade Management System (TMS) of Nepal Stock Exchange during office hours.
 

Letters with this directive have been sent to all ministries, commissions, secretariats, and the Chief Secretary, as well as the Chief Ministers and the Offices of the Councils of Ministers of all seven provinces. The directive concludes that it is inappropriate to conduct private share transactions during office hours.


"Ensure that all government and public offices prevent the operation of TMS during office hours, and implement a system for monitoring compliance using information technology," the CIAA's letter states.
